Changes have been made to Facebook's advertising policy. So, now you can show ads to users under the age of 18 only by specifying targeting by age.
The rest of the targeting: by behavior, interests, based on activity on sites or applications, will not be available until they reach the age of majority.
Facebook explained that underage users may not be sufficiently prepared to make such decisions. Therefore, until the age of 18, the social network will not show them the most personalized ads.
