John Mueller answered a question about the title tag during the Google Search Central SEO video meeting. The expert was asked whether to include dates in the headlines when writing daily articles about currency values.
Mueller responded that including dates in the Title tag makes sense only for news articles, although without that, Google has ways to determine when content was published. Otherwise, you can if you want, but not necessarily from an optimization standpoint.
